Abu Dhabi Bets Big on AI With $2.5 Billion Plan to Run City Services by 2027

The UAE is laying down a $2.5 billion wager that artificial intelligence will soon run the capital’s everyday life—everything from traffic lights to healthcare.

Abu Dhabi’s government is aiming to power all public and private services through one unified AI platform by 2027, according to a report by Khaleej Times. That means one system—called Aion Sentia—could be handling your commute, syncing your smart home, booking your hospital visit, and possibly managing your next city permit. And they’re not easing into it. This is a full-on push backed by local leadership, foreign partnerships, and a serious mountain of cash.

AI Ambitions Go Regional—and Strategic

This isn’t just about city planning. It’s geopolitical chess.

The UAE’s commitment to AI is happening as global powers fight for tech supremacy, especially between the U.S. and China. Gulf countries, increasingly, don’t want to just be the oil in that engine—they want to build the engine itself.

President Mohammed bin Zayed and National Security Adviser Sheikh Tahnoon bin Zayed Al Nahyan are reportedly at the center of the initiative. They’re not just investing locally, but opening the door to foreign tech players. In fact, Italy’s Synapsia and UAE’s Bold Technologies are delivering the project.

And it’s happening the same week as former U.S. President Donald Trump’s tour of the Middle East, where he signed off on building what’s being touted as the world’s largest AI campus in the UAE.

The symbolism isn’t lost.

One Platform to Rule Them All

The platform’s name? Aion Sentia. Sounds like something out of science fiction, but this isn’t a movie.

Officials say the AI system will unify multiple services under a single digital brain, designed to learn and adapt with time. A report by Khaleej Times lists features like AI-coordinated public transport, AI-supported healthcare systems, energy-efficient traffic lighting, and even integration with smart homes.

Here’s a quick look at what’s expected to be included:

  • Automated traffic and lighting systems to reduce energy use and congestion

  • AI-supported healthcare access and triaging

  • Integration with smart homes for real-time utility and security control

  • Support for administrative services like licensing, permits, and public safety

Notably, the AI’s underlying engine—called Maia—was already contracted back in March 2025 in a UAE-backed deal between Synapsia and Bold Technologies. The system will connect city infrastructure across Abu Dhabi, aiming to boost both efficiency and sustainability.

Quiet Players, Big Stakes

Getting straight answers has been tricky.

Emails to Synapsia bounced back. Newsweek reached out to Bold Holding—Bold Technologies’ parent firm—and the UAE government but hadn’t received a comment by press time.

Still, industry insiders suggest this is part of a larger strategy in the Gulf to leapfrog ahead in digital infrastructure. The UAE has made public moves before: from appointing the world’s first Minister of State for Artificial Intelligence in 2017 to hosting global AI summits that bring in Silicon Valley heavyweights.

Saudi Arabia isn’t far behind either. Its Neom project—the $500 billion smart city—is also planning deep AI integration. Gulf leaders are watching each other closely, and there’s a quiet race brewing over who leads this new tech frontier.

It’s not just about who builds the most tech—it’s who shapes the future.

The Numbers Don’t Lie

The $2.5 billion investment into Aion Sentia marks one of the region’s largest AI infrastructure deals to date. But to put it into perspective, let’s take a look at a few other AI initiatives in the region compared side-by-side:

What makes Aion Sentia unique, though, is its laser focus on integration. Most cities are experimenting with piecemeal AI tools. Abu Dhabi is going full stack—top to bottom.

Why Now?

It’s no coincidence this is unfolding in 2025.

After pandemic-related disruptions and rising regional competition, the UAE is moving to assert tech independence and economic diversification. With oil demand projected to plateau in the coming decades, leaders are betting on AI and biotech as next-gen growth engines.

Sheikh Tahnoon, known for his tech bets and cross-border investments, has taken a particularly active role in luring American and European AI firms. That includes fast-tracking deals, relaxing regulatory hurdles, and offering government co-funding for big-ticket tech projects.

This isn’t just innovation—it’s industrial policy.

Chips, Checks, and Caution

Of course, no AI system runs on code alone.

Hardware matters. That’s why Trump’s announcement during his regional tour raised eyebrows. The U.S. agreed to allow the UAE access to advanced AI chips—technology it previously withheld over fears it might be diverted to China.

That’s a shift.

In one week, the Gulf has gone from being a passive buyer to a potential tech producer, with plans for campuses, chip fabs, and national platforms. But it comes with risks too—AI regulation is still a mess globally, and there’s always the elephant in the room: data privacy.

Analysts are warning that without strong oversight, central AI platforms could become black boxes—making decisions about transportation, health, or even law enforcement without human transparency. And once those decisions scale across millions? You can’t exactly unplug the city and reboot it.

Still, for the UAE, the bet is clear: lead the pack—or be left behind.
