The person is substantially or wholly reliant on the financial support as they are not permitted to work due to partial or total loss of their mental or bodily function.
If the person who needs care is above 23 years of age, they must show that they are partially or wholly dependent on you for the financial aid as they are unable to work because of a partial or total loss of their mental or bodily function.
There are cases when a family member may also be in need of the child of an individual described above.
